reconsider release_notes string

Bug Description

Currently the RELEASE_NOTES variable in debian-cd is the following:

  RELEASE_NOTES="http://www.ubuntu.com/getubuntu/releasenotes?os=$PROJECT&ver=${DEBVERSION%% *}&lang=\${LANG}"

However, although $PROJECT and $LANG may be set neither end up being used in practice. Additionally, the URL redirects to wiki.ubuntu.com which then redirects to the discourse post for the release notes and it may switch from http to https and / or vice versa. Subsequently, we should evaluate whether or not it is possible to just use the URL for the discourse post.
