Network problems using Microsoft Virtual Machine

Bug Description

Summery what I did:
Installed in virtual machine Ubuntu 18.04
Installed webmin and Shadowsocks
Webmin uses port 10000, Shadowsocks use port 1025
The mother operatingsystem is windows 2012 in where the virtual machine runs.
I use HPE network card with 4 ports, each port is a virtual switch in the VM.

What happened:
Ubuntu take the IPaddress as configured on the windows 2012 side
With this confuguration telnet from windows 2012 to the ubuntu machine on port 10000 or 1025 is not possible. However when use on the win2012 side netstat -a I see port 53,137,138 and 5353 as listen ports.
Using firefox I am not able to open webmin from the win2012 system, no connection possible.
I shared the port in my router and the I am open port 10000 from the internet, still webmin will not give the webmin start page.
Concerning shadowsocks, I can't open the port from the windows2012 system but can use the port from internet and shadowsocks is working.
If I give Ubuntu a fixed other IP address then can open the ports in windows 2012 although webmin still don't want to load the first page.
When addressing a other IP address to the Ubuntu installation no connection is possible from Internet eventhough the router is well configured
