header for Ubuntu Core 18 image needs cleanup

Bug Description

Looking at http://cdimage.ubuntu.com/ubuntu-core/18/stable/20181029/, the header currently says "Ubuntu Core 18.10 (Cosmic Cuttlefish) Daily Build". This image isn't a cosmic image. I think it should say something like "Ubuntu Core 18 Daily Build".

I manually edited the header for now so this issue is resolved, but we need to modify cdimage to use a core header for all of its builds by default.
