Thank you for taking the time to report this bug and helping to make Ubuntu better. It seems that your bug report is not filed about a specific source package though, rather it is just filed against Ubuntu in general. It is important that bug reports be filed about source packages so that people interested in the package can find the bugs about it. You can find some hints about determining what package your bug might be about at https://wiki.ubuntu.com/Bugs/FindRightPackage. You might also ask for help in the #ubuntu-bugs irc channel on Freenode.

To change the source package that this bug is filed about visit https://bugs.launchpad.net/ubuntu/+bug/1536980/+editstatus and add the package name in the text box next to the word Package.

I think this may have just been fixed in the rollout of the latest changes to our image generation, but assigning to Dimitri to confirm.

Hello,

when filing bugs specifically about an iso image, it would be great if you could specify the build stamp id of the image. This can be found, from e.g. the download location

http://cdimage.ubuntu.com/ubuntu-server/daily/20160122.1/ -> build id is 20160122.1

Or alternatively, it is also present in the /mnt/.disk/info file:

Ubuntu-Server 16.04 LTS "Xenial Xerus" - Alpha s390x (20160122.1)

The first .iso image with correct /boot/ubuntu.ins file with correct things everywhere is 20160122.1 build, and all subsequent ones.

The exact code used to generate the initrd.siz is:
$ perl -e "print pack('N', -s 'initrd.ubuntu')"

And the result appears to be identical to what is produced with the sample program you have provided.

Please retest with image 20160122.1 /boot/ubuntu.ins file and related ones.

As off http://cdimage.ubuntu.com/ubuntu-server/daily/20160122.1/ and later. Please validate and confirm that 20160122.1 image is correct, or any later one.

I just checked the CD image as of 2016-01-25 and found the following on xenial-server-s390x.iso 25-Jan-2016 07:01 581M Server install image for IBM System z computers (standard download):

/boot/ubuntu.ins is OK
/boot/initrd.off is OK
/boot/initrd.size is OK

HMC Load from /boot (->ubuntu.ins) was OK.

For me it looks fixed.

Successfully verified with daily CD xenial-server-s390x.iso of 2016-02-03
Both ins-files were correct and working as expected and resulting in a startup of the installer.
