.iso vs. .img should be aggregated under the same heading

Bug Description

It's a bit confusing that make-web-indices uses the same headers for .iso vs. .img but puts them in different sections, as on <http://releases.ubuntu.com/12.10/>. The distinction between our ".iso" images and our ".img" images is increasingly irrelevant now that every .iso can be used as a hybrid image, and the duplicated headers are confusing.

This is more of an issue now that we provide both .img and .iso names as symlinks to one another; as seen at http://old-releases.ubuntu.com/releases/zesty/ this results in the same image being double-listed.

However, neither http://releases.ubuntu.com/16.04/ nor http://releases.ubuntu.com/17.10/ appears to be affected, so perhaps there is some logic present to consolidate these but this does not work for old-releases.
