.iso vs. .img should be aggregated under the same heading

It's a bit confusing that make-web-indices uses the same headers for .iso vs. .img but puts them in different sections, as on <http://

This is more of an issue now that we provide both .img and .iso names as symlinks to one another; as seen at http:// old-releases. ubuntu. com/releases/ zesty/ this results in the same image being double-listed.
However, neither http:// releases. ubuntu. com/16. 04/ nor http:// releases. ubuntu. com/17. 10/ appears to be affected, so perhaps there is some logic present to consolidate these but this does not work for old-releases.
