Until the phone images are based on snappy this sounds a bit premature.
In any case, webbrowser-app is not even a click package (it’s a debian package).

While this may be premature on the phone, do remember that Mark said Ubuntu 16.04 will have support for snaps (or was it click packages). So If I am able to run the latest clock-app or any of the core apps on 16.04 regardless of whether the host 16.04 system has the latest dependencies, I consider this bug report worth resolving.

We could say that yes. Note some of these aren't yet actively being worked on. Also more work is required for them all to be fully confined, for now many need devmode on the edge channel.
