ubottu/Bantracker do not correctly handle $a extbans

Bug Description

ubottu's PMs about bans do not correctly handle $a extbans.

Ban set: -!- mode/#ubuntu-offtopic [+b $a:sillyperson] by rww
PM from ubottu: <ubottu> Please comment on the removal of $a:sillyperson in #ubuntu-offtopic, use: @comment 00000 <comment>
Instead of something along the lines of: <ubottu> Please comment on the ban of sillyperson (accountname) in #ubuntu-offtopic, use: @comment 00000 <comment>

Additionally, Bantracker does not correctly handle $a, $r, or $x extbans. It should show them when filtering by bans=on or oldbans=on.

I presume, but have not tested, that similar issues exist for quiets.

Yep, Bantracker is beyond broken, bug #580593 is how it should be fixed
