Bug Description
if you call !ops in #ubuntu-es, and #ubuntu-irc is configured to get an alert (for example) gets the alert in spanish, even if #ubuntu-irc is set to english.
This is because the localization is picked from the channel of the original message.

Some clients don't highlight with notices, this option is needed for alerts at least.
