"!info [packagename]" doesn't work in PM w/o being logged in

ubottu used to accept "info <name of package>" in PM as well as in-channel from anyone.

Currently info in PM only works if you have login privs on the bot - in other words, you're an IRC op.

info still works normally in regular channels.

This was fixed for a while (yay!) but is now broken again (boo!). I suspect some of the recent Ubottu moves broke it or something (the code fix got unapplied, maybe?).

I've tested this further:

Factiods work with or without the exclamation mark (intentional feature?).

!info replies with "Retrieve information on a package: !info <package>".

!info with any arguments does nothing.

info with or without arguments also does nothing.
