[Bugtracker] Bugzilla links return 404 error

Bugzilla snarfers fail because they're looking up the wrong URL.

I did a little testing, and switching to /show_bug.cgi&ctype=xml seems to fix it.

Made a mistake in the other patch, not sure if Issuezilla will also follow how Bugzilla now handles it.

with several other bugzilla sites work.

This should be fixed for Bugzilla and IssueZilla, as far as I can tell IssueZilla uses the same data structure as Bugzilla so they share the same code now
