Add information about joining the Planet on the planet page

Bug Description

On http://ubuntu-be.org/planet, the right column should contain information about joining the planet.

When the user is not logged or not a member of the ubuntu-be-planet team, the message should contains an invitation to join the team (with a direct link to the subscribe).

When the user is logged and a member of the team, the message should be less visible (ie. appears below other right column items) and provides information on how to add feeds to the planet.

The planet appears to be broken (really broken).
I would suggest that someone who helped implementing this would take a look at it. OR that we leave the planet behind and open our own blogroll instead (as described in https://bugs.launchpad.net/ubuntu-belgium/+bug/516732).

We might want to implement other social thingies in this as well (https://bugs.launchpad.net/ubuntu-belgium/+bug/694090)

I'm not really in position to say what should happen to the planet, but a -not-working- page is even worse than no page in my eyes.

I will start looking in to the blog idea now, it would be nice to see what you guys see as the future for the planet.
