sru-release should fully phase some packages

Bug Description

sru-release sets the phased-update-percentage of a package to 10% and then the phased-updater fully phases the package while watching for regressions. I suspect that there are some packages which do not ever need to be phased for example language-pack-*. If that's the case sru-release should grow a list of packages for which it is okay to set the phased-update-percentage to 100% and do that for those packages.
