Bug Description
Many SRUs are stuck in -proposed even though their bug tasks are verified because they have autopkgtest failures. Its likely developers / uploaders don't look at the pending SRU report so we should comment on the bugs that releasing the SRU is blocked by the autopkgtest failure. The goal being that the developer / uploader looks into the autopkgtest failure and the SRU team won't have to.

This is done, but we actually did it in britney. So what's happening is that britney now, whenever all tests are finished, will attempt to leave a comment whenever tests are regressing. So I guess we can make this Won't Fix right now.
