if a package was previously present, queue should show why it was removed

Bug Description
If a source package was previously in a distribution, was removed, and has been reuploaded to the NEW queue, it would be helpful if the queue would show the removal reason of the package's previous incarnation. This information is relevant to the archive admin deciding whether to allow the package back in, so it would be helpful to have it easily at hand.

This should also be done in the "queue" tool in lp:ubuntu-archive-tools, and could be done there without any LP modifications (existence proof: auto-sync does it). That isn't necessarily to say that it wouldn't be worth doing in DistroSeries:+queue too.
