Bug Description

I retried some bionic failed tests over the weekend, they are green, but the bionic excuses page hasn't updated since the 24th.

- excuses showing stale date, and red tests: https://ubuntu-archive-team.ubuntu.com/proposed-migration/bionic/update_excuses.html#ubuntu-advantage-tools

- tests are green, actually: https://autopkgtest.ubuntu.com/packages/u/ubuntu-advantage-tools/bionic/s390x and https://autopkgtest.ubuntu.com/packages/u/update-manager/bionic/amd64

@vorlon explained in a side channel that what described in this bug happens because we only rerun britney for a given series when either the archive has changed or we are waiting for test results. In the case of a retry of an already failed test, we are [probably!] not considered to be "waiting" for test results so we don't automatically rerun britney. In this case britney needs to be run manually by an archive admin. If there are fixes to be made to the logic about when we rerun, those should be made in lp:ubuntu-archive-scripts.
