It's possible that generate-extra-overrides could do some deduplication here, but yikes, the seed structure here is badly wrong. I've pushed https://git.launchpad.net/~ubuntu-core-dev/ubuntu-seeds/+git/ubuntu/commit/?id=58d87f45c3d9b2c878fad6ae2566f50b29d96114 which should fix things up after a publisher cycle or two.
