Code boxes squash empty lines

Bug Description

If there's an empty line in a pre-formatted block, the generated html squashes it, so that it's hardly visible. (See for example http://developer.ubuntu.com/api/devel/ubuntu-14.10/cplusplus/unity-scopes/#settings_definitions vs http://developer.ubuntu.com/api/scopes/sdk-14.10/index/#settings_definitions)
