API Website background deviates from other ubuntu website designs

Bug Description

If you take a look at ubuntu website like, http://www.ubuntu.com/, http://community.ubuntu.com/, http://askubuntu.com/ they all have one thing in common which is the content background color is different from the website background. This allows for easier separation of content from the website background and provides a cleaner nicer experience. This is not followed by the API website.

Adding the Ubuntu Developer Portal project, since the API website is supposed to match it's theme
