invalid certificate - no issuer chain provided

Bug Description

I can't connect to https://twistedmatrix.com with my web browser, Firefox 21.0 for Ubuntu/LinuxMint. It says:

"""
twistedmatrix.com uses an invalid security certificate.

The certificate is not trusted because no issuer chain was provided.

(Error code: sec_error_unknown_issuer)
"""

The part about the "Extra download" in the "Certification Paths" section points to the problem that Firefox 21.0 is balking at, I believe. I think Firefox 21.0 is rejecting the connection instead of doing that extra download. I believe this is due to http://twistedmatrix.com/trac/ticket/2061 .
