The session table fills up with old anonymous unused sessions

Bug Description
Any time someone visits a trac page and they didn't have a session, they get one. This is a row in the session table and several rows in the session_attributes table. The bigger these tables, the slower rendering ticket pages is, since trac does a bad query to figure out who to put in the "assign to" dropdown.
If we deleted sessions unused for, say, 31 days, things would speed up a bit.
