I suspect this is some sort of race condition. We'll see if it show up again with the new version of buildbot.

Ah, I see. You probably made comment 2 on https://bugs.launchpad.net/twisted-buildbot-configuration/+bug/1042246 first and then just repeated the re-assignment here for the same reason (Launchpad sends notifications out of order).
