Error during the validation of Overcloud `attributes` field

Bug Description

When data from `overcloud-source.yaml` heat template comes to Overcloud, it validates in a such way [1], but we can have not only string values in the heat template (see [2], for example) so validation fails.

The overcloud abstraction is changed in Juno and this is no longer this validation won't be an issue.
