phpBB Captcha and Registration settings not applying (possibly others too)

Bug Description

Following a report here: http://www.turnkeylinux.org/forum/support/20120921/phpbb-not-recognizing-most-settings-i-change it seems that the v12.0 phpBB appliance is not applying settings related to new user registration. I tested this on an AWS instance and confirm that I was unable to disable both the Captcha requirement for new registrations nor disable the need for new users to confirm registration.

The setting appeared to save properly in the Admin config pages but did not make any difference to the forum behaviour. After changing Captcha to none the Captcha box still appears. After changing confirmation req'd to none, and email was still sent for confirmation of registration.

On logging back in as admin the settings were still as I had set them (ie Captcha disabled and reg confirmation disabled) but they seem to be completely ignored. I also tried changing the Captcha used and this setting too was ignored.

This still appears to be a bug as of version 12.0. I have installed on Hyper-V using the ISO image and confirm I have several settings that are saved but never get reflected. Along with those mentioned above I also have problems with the signature on the registration emails.
