differentiate sshv1 and sshv2 tunnels

Bug Description
The tunnelrunner mechanism isn't required for sshv2 tunnels, since the '-N' flag is available for them. The tunneling mechanism can be dynamically selected based on the key type (RSA uses tunnelrunner, others just use '-N').

Now that the tunnelrunner disconnects from the controlling terminal in order to use ssh-askpass in GUI mode, there isn't much (if any) benefit to implementing this change.
