Bug Description

Please backport acsccid 1.1.4-1 (universe) from zesty to trusty, xenial, yakkety.

Reason for the backport:
========================
1. Add the latest smart card readers support.
2. Implements SPE pseudo APDU from PC/SC v2.02.02 Part 10 Supplement since v1.1.1.

acsccid package works properly on Ubuntu without modification.
