Bug Description

How to inject the trove-guestagent.conf file into the image when I use trovestack to build trove image?
Because the trove-guestagent.conf file contains openstack environment information, if the instance of image running directly downloaded from https://tarballs.opendev.org/openstack/trove/images/ cannot get the local environment information, it cannot running.
