trovestack build image error with pip

Bug Description

This is an extremely problematic issue. I am not sure if this is related to the GFW, but obviously we can come up with a better solution.

When we do a build-image, we get an error when pip install requirements for ubuntu-guest[1]. In ubuntu14 and ubuntu16 has been verified. Sometimes it will be reported 443 connection refused, sometimes it is reported that the current environment does not exist in the python version of pip, sometimes reported type error. Currently my solution is to update the pip before installing, which solves this problem.

btw,I practiced a way to build-image via trovestack without the need to install a trovestack (devstack) environment, which I believe can make it harder for us to build a mirror, and I can update it if needed.
