mariadb galera cluster: cannot get access to cluster nor change root password

Bug Description

With Trove/Ocata installed with Ubuntu Xenial, after deploying mariadb/galera cluster, I cannot get access to cluster nor change root password.

When launching commands like "trove root-enable c1" trove guestagent replies always method not implemented.

in trove-guestagent.conf I have set:

.....
datastore_registry_ext = mariadb:trove.guestagent.datastore.experimental.mariadb.manager.Manager
datastore_manager = mariadb
.....
