Insecure SSL requests not configurable for Nova, Cinder and Neutron

Bug Description

When running Nova/Cinder/Neutron with SSL but the certificates are not known to Trove, requests to the services fail with:

SSLError: [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed (_ssl.c:581)

It should be configurable to allow insecure ssl. That's what other OpenStack components allow, too.
