Bug Description

The PXC grow implementation in galera_common/api.py:grow catches an exception but neither handles in nor re-raises it. The exception should be raised and passed along.

    Fix Galera_common.grow/shrink to propogate exceptions

    The grow and shrink operations in Galera_common were eating exceptions.
    This change passes the exceptions back and adds unit tests to
    ensure such.
