The recent change to using subnetpools by default (https://bugs.launchpad.net/devstack/+bug/1613717) is not reflected in the docs.

This looks like a bug. This change broke our Dell Ironic CI builds https://stash.opencrowbar.org/logs/77/369777/16/silent/dell-hw-tempest-dsvm-ironic-pxe_ipmitool/d01457c/. We use the provider network and have to provide allocation start and end , hence a cidr/fixed_range makes more sense
Can we add flag to not use subnetpools?
