nova_proxy_admin_tenant_name ignored in many places

It seems we're supposed to set one of nova_proxy_admin_tenant_id or nova_proxy_admin_tenant_name in the config files. However, reading the code, I can see places where one is used and not the other, or vice-versa.

I actually wonder if this can work at all without setting both options right now.

This should really be fixed to use the tenant id if it's set, and if not, to use the tenant name.
