Bug Description

From a patch comment on the redis cluster change set:

trove/guestagent/datastore/experimental/redis/manager.py
Line 107:
I would prefer doing this in a format independent way. Just move this two lines below - below apply_initial_guestagent_configuration and instead of appending to the raw template contents use the existing self._app.enable_cluster() and self._app.set_cluster_config_filename() calls - you may wish to combine them into one method...
