Bug Description
In multi cinder zone environment, trove have volume-type support,
but does not have zone support.For Instance,if I have two cinder zone:dmz,dev and two kind of volume in each zone:ssd,ceph.
If I only want to create trove volume in my dmz zone ssd volume , Now I cant't.
I have to reconfigure cinder to create a new volume type
to distinguish ssd in dmz from ssd others, it's very uncomfortable.
