Exists notifications do not work if nova_compute_url is not provided

Bug Description

Notifications for the existence of running nova instances can be configured in the task manager with:

exists_notification_transformer = trove.extensions.mgmt.instances.models.NovaNotificationTransformer

If nova_compute_url is not provided, the task manager tries to look up the endpoint but throws a EmptyCatalog exception in trove/common/remote.py get_endpoint() because the admin_context does not have a service_catalog defined.
