When creating an instance from a master (using slave_of_id) it should not be possible to create new users or databases in the same call.

This bug is not a duplicate of 1358254. That bug states that one can create a database against a readonly slave. This bug says one can create a database in the same call as attempting to create a slave (issued against the master).
