Bug Description

In the example local_settings file (etc/trove/trove.conf.example), there's the option to set the IP the API will bind to. But the configuration variable is not set anywhere, and the wsgi launch method is called with only the default IP.

This is necessary for configuring trove API to listen to a specific IP addresses.
