trove defaults to debian and fails to setup an instance on other platforms

Bug Description

The Package class in trove/guestagent/pkg.py defaults to debian and then tries to use apt-get to install some required packages. I think the default should be changed to allow for other distributions which haven't written a PackagerMixin Class.

Also, since those packages can easily be installed from outside trove, it might make more sense to default to not touching the system at all when no supported operating system has been detected.
