Bug Description
Syntetic test:
1. Create instance. Verify it's ACTIVE.
2. Create backup from it. Verify it's COMPLETED.
3. Tweak its state to be FAILED.
4. Try to create incremental backup.
Trove should check state of parent backup before creating backup record, sending request to taskmanager
