trove database-create does not validates pre-created databases in all situations

Bug Description
trove database-create does not validates pre-created databases in all situations
like if one creates a database testa and testA and retries the creation it sometimes says databases exists but on few other occasions it does not shows the error and goes ahead.
Steps to reproduce is
1. Create a trove instance
2. Create a database testa
3. Create another database testA
4. Retry 2 & 3 steps and find the different behavior
