Bug Description
So we've realised that first-boot was a bad idea in diskimage builder (see bug 1212080). The replacement is to use an os-refresh-config script, which like first-boot should be idempotent, but unlike first-boot can take advantage of heat or nova metadata.
We will be doing a graceful deprecation period, but everything needed to migrate is in place and has been for a while.
