The Fake Mode tox tests in reddwarf makes use of Mock User objects that are loaded from a property file.
This file originally contained a tenant attribute and no tenant_id.
The quota tests require a tenant_id and the user's for the fake mode test didn't have one which in turn cause integration test to fail.
The real problem looks like perhaps the reddwarf-client is using user.tenant for tenant_id in fake mode.
We should correct this to use user.tenant_id
