Bug Description

In many case, HOST_USERNAME and HOST_SCP_USERNAME may be same value.
I think it's useful that scripts use HOST_USERNAME as default value of HOST_SCP_USERNAME.

Change abandoned by Masaki Matsushita (<email address hidden>) on branch: master
Review: https://review.openstack.org/213580
Reason: I abandon the change because it is needed to define HOST_SCP_USERNAME in several elements and I think the change won't be reasonable.
