redstack test-init fails for neutron-enabled environment

Bug Description

since a patchset was merged which removes SERVICE_TENANT, neutron commands are failing when rdstack test-init or kick-start is executed in a neutron-enabled environment.

Looks like neutron needs to follow https://bugs.launchpad.net/trove-integration/+bug/1421029

    Using neutron commands with admin tenant

    Since the SERVICE_TENANT has been removed, neutron-enabled
    environment works no longer, and need to use admin tenant
    for querying the private network.
