Building the image using dib is wrongly ignoring the base element

When we build our image using dib, we are using the -n flag which suppresses the base element. Because of this our first-boot.d script is not being run and the guest agent is not installed successfully.

Fixing this is critical since it's blocking the int-tests.

    suppresses the base element. With this fix, our first-boot.d script is now
    being run on boot and the guest agent is installed successfully.
