trove-dashboard related document in horizon should be moved to trove-dashboard doc

Horizon documentation contains trove-dashboard related documents [1].
They should be moved to trove-dashboard document because the horizon team cannot take care of them.

trove-dashboard does not provide a documentation at now.
What the horizon team can do seems just to drop trove-dashboard related documentation.

    doc: drop horizon-plugins' content from user/admin guide

    This commit drops contents on manila-ui, neutron-lbaas-dashboard
    and trove-dashboard from the user and admin guides.
    These were imported from openstack-manuals into horizon
    during the doc-migration work, but they were mistakes because
    they should be maintained by individual horizon plugin teams.
