service options are not used by standalone

Description

Currently the service options such as enable_neutron is rendered into both undercloud.conf and standalone.conf.
However the option is not used for standalone deployment and takes effect only in undercloud deployment.
We should remove these options from standalone.conf.
Steps to reproduce
==================
* Generate config files by tox -e genconfig
* Review standalone.conf
Expected result
===============
* standalone.conf does not contain service options such as enable_neutron
Actual result
=============
* standalone.conf does contain service options such as enable_neutron
