Bug Description

Rdo packages have just been renamed on centos 9 master, e.g.: `openvswitch` -> `rdo-openvswitch`, such that `tripleo_bootstrap/Ensure packages are actually well installed` fails. The packages that cause the failure are: `rdo-openvswitch` and `openstack-selinux`
