baremetal node introspection fails 192.168.1.9/24 has host bits set

Bug Description
I am trying to setup a new stack from scratch, and recently I cannot get passed the baremetal node introspection as it gives the error:
```
Unexpected exception ValueError during processing: 192.168.1.9/24 has host bits set
```
The baremetal node is managing to boot and it goes through its checks until checking the drives at which point inspection fails.
One slight suspicion that I have is that I have set up the `ctlplane_subnet` in `undercloud.conf` as:
```
[ctlplane-subnet]
cidr = 192.168.1.9/24
```
This seems to work fine in that `openstack subnet list` shows the correct `192.168.1.0/24` translated subnet, but the same value might be taken without proper translation somewhere else in the introspection section.
I can confirm that that was the issue
