Description
===========
The OvnMetadataAgentLoggingSource parameter is supposd to determine the logging file picked up by rsyslog but this parameter has no effect.

Steps to reproduce
==================
* Deploy overcloud with rsyslog and ml2+ovn
* Check config file or rsyslog

Expected result
===============
The log file for ovn metadata agent is read by the rsyslog service

Actual result
=============
The log file for ovn metadata agent is NOT read by the rsyslog service

Environment
===========
The issue was found in master, in template validation.
